Three Rivers Regional Landfill

The Three Rivers Solid Waste Authority was formed to provide solid waste disposal services to Aiken, Allenburg, Bamberg, Calhoun, Edgefield, McCormick, Orangeburg, and Saluda counties in southeastern South Carolina. ARCADIS provided complete engineering services from landfill siting to construction certification.

The Authority's 1,400-acre facility is located on the U.S. Department of Energy's Savannah River site in Aiken County. During the permitting phase, we prepared a siting study and report including wetlands delineation, hydrogeologic analysis, and topographic surveying. We developed the design and operational plan for the landfill, including seismic analysis for the cell bottom and final cap composite liner systems. The plan included a unique, low-flow discharge from sediment ponds to protect sensitive wetlands systems on the site.

ARCADIS provided financial planning assistance to the Authority and prepared a $21-million revenue bond report to fund the construction of the first phase of construction. This first phase includes landfill cell construction, stormwater management facilities, entrance roads, a scale house, a maintenance facility, leachate treatment, and off-site utilities.

Construction services include construction documents, bidding assistance, construction administration, construction quality assurance, and certification. Our solid waste professionals provide continuous assistance on a variety of operational and regulatory issues.
