ARCADIS was retained to serve in an oversight capacity for the design and permitting of a new municipal landfill. The landfill is a regional facility constructed to provide solid waste disposal for three counties on Maryland's eastern shore. The site investigations included soil borings and installation of groundwater monitoring wells to define the site conditions. Information obtained from the site investigation was used to determine site suitability for use as a solid waste disposal facility. Information related to depth of bedrock; and low, high, and seasonal water table elevations were used in the engineering design to establish placement of liners and leachate collection and detection systems.
ARCADIS was responsible for a comprehensive site investigation for groundwater, surface water, and soils. We were able to demonstrate that the existing landfill had not contaminated the adjacent proposed landfill expansion area.
ARCADIS was responsible for landfill design review and permit documents prepared internally by MES. Technical review of the engineering designs and alternative design concepts were provided to ensure a facility designed to best available technology, supplemented phase III landfill design permit document, and contributed specified portions of the construction specifications and drawings. We attended public hearings and meetings with the MES Solid Waste Enforcement Division.
Engineering design was provided for the public convenience area and leachate management system. The area consisted of the design of a retaining wall, three-position, roll-off box pad incorporating leachate collection, and a grading plan for the elevated facility. The leachate management system included the design of a leachate holding lagoon with a floating cover; leachate pump station; and collection system consisting of piping, manholes, and force main. The pump station was designed to manage the leachate generated from the disposal area and, depending on the leachate concentration, direct the leachate directly to the town of Easton's publicly-owned treatment works, the covered lagoon, or through a leachate recirculation system within the waste in the disposal area.
ARCADIS developed the independent engineer's report for inclusion in a bond prospectus to obtain revenue bonds for financing the design, permitting, and construction of the Midshore Regional Landfill. The report was prepared after reviewing preliminary siting documents, engineering design, permit documents, construction contract documents, specifications and drawings, landfill operations plan, closure and postclosure care plans, opinion of probable construction costs, estimated manpower, equipment and operating and maintenance programs, and financial analysis of the landfill project.
