Chattanooga SCBD Improvement Program

The first phase of the project awarded was a $10-million Urban Development Action Grant for infrastructure and facilities construction. ARCADIS was project manager and engineer on the government portion of this project.

Major street improvements included widening of existing streets and reconstruction of major streets; construction of sidewalks, curbs, and gutters; replacement of traffic signalization system; separation of stormwater and sanitary sewers; and installation of benches, trees, and pedestrian lighting, and street lighting.

Design and construction of a Trade Center with a parking site and  pedway system was developed with a central mall, open space, and landscaping.  Other elements of the project developed by the private sector with the Tennessee Valley Authority Computer Center and Office Complex, a 10-floor office tower, a 1,000-space parking garage; 20,000 square feet of retail space; and a 400-room hotel with entertainment, restaurant, and support services.
