Virginia DOT/State Police Administration Building — Value Engineering

According to project documents presented to the ARCADIS value engineering (VE) team for the Virginia Dept. of Transportation/Virginia State Police Administration building, the mid-point design development submission cost estimate was $35 million. Additional costs included $850,000 for furniture, fixtures and equipment (FF&E) and $1.04 million for demountable partitions.
The $35 million figure was $1.65 million over budget, not including the final disposition of the fitness area/IT group area, an FF&E allowance and demountable partitions
In addition, removal of soil material from the site added another $1.27 million to the project cost, increasing the overage to $4.8 million.
$2.6 million in cost savings
The challenge for the ARCADIS VE team was to bring the project within budget without sacrificing the building's functionality, and to attain a LEED Silver certification.
Using a cost histogram and VE Job Plan to identify areas in the project that offered potential for cost reductions, the team developed 57 alternatives for the county and design team to consider.
Several of the alternatives were combined to produce $2.6 million in cost savings without affecting the building functionality. The remaining alternatives were available for implementation in case unknown costs appeared, bringing the project into budget with minor loss functionality.
