Permitting for Expansion of Coal Import Terminal

In response to increased demand for imported coal, Kinder Morgan Bulk Terminals proposed expanding operations at their Pier IX Coal Terminal on the James River. The project involved a 220-foot extension to an existing pier, construction of a 1,200-foot pier and bulkhead and dredging of approximately 540,000 cubic yards of river bottom.

Malcolm Pirnie conducted environmental studies and prepared a joint-permit application for the project, as well as applications for new air and storm water discharge permits. The Pirnie team also fast-tracked all required federal, state and local permits to facilitate client negotiations with their coal importer.
