North Laurel Community Center — Value Engineering

At the 35% design development submittal, the Howard County Department of Public Works confirmed that the North Laurel Community Center Project was approximately $1 million over budget. The county wanted to keep the project on schedule and within budget while meeting the needs of the local community, which included providing facilities for recreation, child care, public meetings, the Office on Aging, and the health and police departments.

$1.8 million in cost savings
A four-day value engineering (VE) workshop was facilitated by an ARCADIS certified value specialist and utilized the VE Job Plan in accordance with the International Society of Value Engineering (SAVE Int'l). The VE team developed 46 cost savings ideas recommending more than $1.8 million of present-worth cost savings opportunities.

Following the workshop, in a communication to the ARCADIS Program & Construction Management PMCM division project manager, the client stated:
