Maryland Public Safety & Correctional Services Youth Detention Center — Value Engineering

Based upon a review of information provided during the design overview of the Maryland Dept. of Public Safety & Correctional Services' new youth detention center, the ARCADIS value engineering (VE) team was tasked with providing recommendations to reduce design complexity, improve functionality and reduce costs.

The ARCADIS Program & Construction Management (PMCM) division often includes a VE workshop as part of a project development effort. A workshop with the Maryland Department of Public Safety & Correctional Services was facilitated by an ARCADIS certified value specialist and utilized a VE Job Plan in accordance with the International Society of Value Engineering (SAVE Int'l) guidelines. 

The VE team developed ideas to add value to the project without sacrificing the important functions necessary to meet the needs of the community. To meet these objectives, the VE team focused on:

  • Groundwater removal
  • Supporting loads
  • Screening visitors
  • Securing the site
  • Constructing and conditioning space
  • Transferring power
Twenty one VE alternatives and eight design suggestions were developed. ARCADIS also provided construction management services.

The value engineering (VE) team developed ideas to add value to the project without sacrificing the important functions necessary to meet the needs of the community.
