DC Water Blue Plains Wastewater Treatment Plant — Construction Management

ARCADIS provided construction management services for the Blue Plains Advanced Wastewater Treatment (AWT) Plant. ARCADIS managed 25 construction projects with an aggregate value of approximately $225 million. The projects involved major mechanical, electrical and structural renovations and upgrades to the largest AWT facility in the world.

Significant upgrade work was performed on most liquid stream processes, including:

  • Grit and screenings removal
  • Primary treatment facility upgrades
  • Secondary facility upgrades
  • Nitrification facility upgrades
  • Full scale dentrification facilities
  • Filtration facility pumping system upgrades
  • Filtration and disinfection facilities upgrades
  • Gravity thickener facility upgrades
  • Major electrical improvements and upgrades
Full-service construction management
ARCADIS served as construction manager (CM) for the project. Responsibilities included:

  • Pre-bid CPM construction schedule
  • Constructability planning and reviews
  • Development of a Management Administration Plan (MAP)
  • Development of a Management Information System (MIS)
  • Front-end documentation revisions for CM
  • Cost and schedule control
  • Review and approval of contractor pay applications
  • Monthly reports preparation
  • Construction inspection
  • Contractor's schedule monitoring
  • Weekly coordination and monthly progress meetings
  • Submittal of log and document control
  • Construction contract administration
  • Change order review
  • Field documentation issuance
  • Punchlist inspection and project closeout
