Bowie City Hall — Program & Construction Management

ARCADIS was selected by the city of Bowie, Maryland to provide program management and construction management services for the design and construction of its new city hall and police headquarters. The 80,000 square foot office facility was designed as a LEED-certified building. The goal of achieving a LEED Silver-rated facility was estimated to cost approximately $25 million.
ARCADIS acted as the city of Bowie's representative with the architectural/engineering (A/E) team and general contractor (GC). ARCADIS' responsibilities included:
- Monitoring overall project cost, schedule and quality
- A/E selection
- Administration of the A/E contract
- Design reviews
- Permit management
- Value engineering (VE)
- Constructability reviews
- Cost estimating
- GC pre-qualification, selection and contracting (including administration of the GC contract)
- Full-time on-site construction management and inspection
- Commissioning and close-out services
VE was performed by ARCADIS at 35% design. At that time, the cost estimate showed that the project would be $1 million over budget. ARCADIS assembled a team of engineers and architects not involved with the project, led by an ARCADIS Certified Value Specialist, who conducted the VE study.
The results included over $2 million in cost saving suggestions that were accepted by the A/E team, bringing the project back under the budget with no compromises to the owner's needs. With design complete, ARCADIS prequalified GCs to bid on the construction.
Construction was completed in April 2011.
