ARCADIS (NASDAQ:ARCAF, EURONEXT: ARCAD) announced today that it was selected by U.S. Environmental Protection Agency (EPA) Region 8 as the recipient of the prestigious Phoenix Award™ for excellence in brownfield redevelopment. The award highlighted and honored ARCADIS' environmental accomplishments in the development of a 103-acre, $560 million mixed-use project, named Belmar. Belmar will become the "downtown" for the city of Lakewood, which is currently Colorado's fourth largest city.
ARCADIS developed and implemented an overall business solution for Continuum Partners, LLC, to enable the revitalization and redevelopment of an aging 1960s vintage mall into a mixed-use urban community. The utilization of its GRiP® Remediation Program, patented in-situ reactive zone (IRZ) technologies and emerging hydraulic fracturing technology enabled ARCADIS to provide a cost-effective remediation solution. ARCADIS secured the funds necessary to complete remediation through the award of a $110,000 Brownfield Grant fund from the city of Lakewood, Colorado and approximately $2 million in low-interest loan funds originating from largest brownfield loan ever issued by the U.S. EPA.
"Belmar is a premier example, nationally, of sound property redevelopment – turning a previously blighted property into productive use and increased tax revenues for the community," said Scott Andrews, vice president at ARCADIS. "Our early involvement in the evaluation of this brownfield redevelopment project allowed us to provide guaranteed cost confidence to the client, which, in turn, was critical in finalizing the deal, securing a large construction loan for the project and negotiating settlements with multiple PRPs," added Andrews.
Retained by Continuum Partners, LLC, ARCADIS worked with the U.S. EPA, the city of Lakewood, the Colorado Department of Public Health and Environment, the Colorado Housing Authority and other stakeholders to turn a deteriorating and contaminated shopping mall, a liability, into a multi-faceted commercial and residential community, a sustainable community asset.
The Phoenix Awards™ ceremony was presented by the U.S. EPA and the International City/County Management Association (ICMA) at the Brownfields 2004 conference, held in St. Louis, Missouri, September 20-22, 2004.
