ARCADIS Appoints Mark Fenner as Federal Program Director for U.S. Operations  
 
Denver, Colo. – Feb. 20, 2007 – ARCADIS (NASDAQ: ARCAF, EURONEXT: ARCAD) is very pleased to announce the appointment of Mark Fenner to the position of Federal Program Director for the U.S. operations of ARCADIS.

Fenner is a senior vice president with the firm and has 27 years experience in the environmental and infrastructure engineering, consulting, and construction business. Fenner brings to his new position the experience of serving in similar roles with two other firms. He will be responsible for growing and managing ARCADIS’ business with the federal government to include Department of Defense (DOD), U.S. Environmental Protection Agency (U.S. EPA), Department of Homeland Security (DHS) as well as other departments and agencies.

"Mark’s broad federal experience in both management and business development will provide the leadership to expand the federal market for ARCADIS," said Kurt Goddard, senior vice president and client development director for ARCADIS’ infrastructure division.

ARCADIS has worked with the DOD since 1999 when they took a leadership role with introducing their guaranteed remediation program to the Army. Additionally, the firm has been a leading service provider to the U.S. EPA for over 20 years through operation of a major air laboratory and other technical support to headquarters and supporting a significant air monitoring program for DHS. In recent years, the firms has significantly expanded its suite of services to the federal government to include comprehensive flood protection and management, engineering and construction management, environmental permitting and planning, and regulatory compliance.
